Professor Linton holds the Chair of Political Economy at Cambridge University, having previously held the post of Professor of Econometrics at the London School of Economics. He is a Fellow of the Econometric Society, of the Institute of Mathematical Statistics and of the British Academy. A former Professor of Economics at Yale University, he is the author of over one hundred articles in the areas of econometric theory and financial econometrics. Within financial econometrics he is interested in high frequency data and in low frequency panel data issues.

His research interests are nonparametric and semiparametric methods, particularly as applied to bandwidth choice and to efficiency comparisons between first order equivalent procedures, leading to examination of practical problems such as how to choose bandwidth, the curse of dimensionality, and how to obtain good approximations to the actual sampling variability of the estimators. He is also interested in financial econometrics. Professor Linton has also acted in a consulting or advisory capacity for (among others) Hargreaves Lansdown, Rio Tinto, the Financial Services Authority (FSA), Royal and Sun Alliance and Concordia Asset Management.

New York City, NY, USA (July 23, 2013) — According to SearchCompliance, the speed and complexity of software designed for high-frequency stock trading propelled Knight Capital Group’s success in recent years, but those same properties drove the firm to the brink of bankruptcy. When New York Stock Exchange trading opened the morning of Aug. 1, 2012, a technology breakdown in Knight Capital’s newly installed trading software caused a deluge of erroneous stock orders that severely disrupted the market. The new software had been deployed the day before, the company said, and it took about half an hour to halt the erroneous orders once the problem was discovered.

After Knight Capital Group lost $440 million in about 45 minutes of trading that day, regulators redoubled efforts to limit stock exchange damages inflicted by faulty technology. Specifically, they launched a review of the testing and control requirements needed to prevent highly complicated and interconnected IT systems from causing market upheaval when errors occur.

New York City, NY, USA (July 23, 2013) — According PBS Newshour’s Simone Pathe, high-frequency trading represents more than half of all transactions of American stocks these days. How fast is high-frequency? So fast, it turns out, that data companies now provide financial data to their most premium subscribers early — as little as two milliseconds early in the case of a $20,000-per-month service the Nasdaq and Chicago Mercantile Exchange debuted in May using microwave networks. That time difference is enough to gain quite the financial advantage.

One key data provider, Thomson Reuters, announced it was suspending its 9:54:58 a.m. release of the University of Michigan’s consumer confidence data to about a dozen premium subscribers (not to be confused with those regular money management customers who pay to receive the data at 9:55 a.m., a measly five minutes before the University of Michigan posts the consumer confidence index online) while New York Attorney General Eric Schneiderman investigates the practice.

Thomson Reuters maintains that their 9:54:58 a.m. release, for which some clients pay more than $6,000 a month, does not violate federal insider trading laws since they disclose the tiered pricing to all customers.

New York City, NY, USA (July 22, 2013) — According to The Wall Street Journal, the Securities and Exchange Commission (SEC) recently filed a civil-enforcement action against SAC Capital Advisors LP chief Steven A. Cohen, alleging he ignored “red flags” that should have alerted him to insider trading “under his watch.” The SEC said Mr. Cohen “failed to take reasonable steps to investigate and prevent” insider trading at the Stamford, Conn., hedge-fund firm.

The move is the first time regulators in the investigation have brought an action against Mr. Cohen personally. His firm, one of the most successful on Wall Street over the past two decades, has in recent years been the subject of a long-running investigation into insider-trading that has resulted in criminal charges against a number of traders and others with ties to SAC. But, while trading involving Mr. Cohen has been cited in government documents related to those cases, he hasn’t been criminally charged in those matters or any other.

According to the SEC’s order, Mr. Martoma and Mr. Steinberg obtained material nonpublic information about publicly traded companies in 2008, and they traded on that information. The government charged Mr. Martoma with insider trading last year and charged Mr. Steinberg earlier this year. Messrs. Martoma and Steinberg have pleaded not guilty. Mr. Steinberg’s lawyer has said he did nothing wrong. Mr. Martoma’s lawyer has said the case against him is based on innuendo. The SEC alleges Mr. Cohen ignored “highly suspicious information” that should have prompted “any reasonable hedge fund manager” to investigate.

New York City, NY, USA (July 22, 2013) — As reported by Law360, Senate Democrats told Secretary of the Treasury Jacob Lew that the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) should streamline their cross-border swaps rules, saying “conflicting approaches” may create new risk in global financial markets.

“Creating an overly complicated compliance system for market participants will result in conflicting, duplicative or inconsistent rules that could foster new and unforeseen risks and lead to international regulatory arbitrage.”

The SEC has proposed its own international derivatives trading rules allowing for so-called substituted compliance in which European regulators can substitute their own rules if the SEC deems them comparable to the Dodd-Frank Act.

But the CFTC and its Chairman Gary Gensler have taken a tougher stance than the SEC in seeking to impose capital, reporting, margin and other rules on foreign firms with at least $8 billion in annual swaps trading volume. That effort has drawn the ire of European regulators and House Republicans, who say it could lead to regulatory confusion and fragmented markets.
